Jim Stidham is CASC certified and has over 30 years’ experience in providing management guidance, strategic planning and direction to de novo and existing ambulatory surgery centers, and diagnostic imaging centers. He provides certificate of need testimony and support.

Ron Luke is a principal consultant and president of RPC. He serves as an expert in economics and health policy in trials, administrative proceedings and legislative hearings. He has consulted on projects for health care providers, managed care plans and public agencies in more than 25 states.

Darcy has fifteen years of experience working on CON projects across the country. Darcy has recently worked with clients to file successful CON applications for new ASCs in North Carolina and Alabama. Darcy is experienced in identifying, analyzing and presenting both quantitative and qualitative data in Certificate of Need projects and health planning research.

Dr. Holstead is a licensed CPA with over eight years of experience. As an economist and accountant with RPC, he provides accounting expertise and quantitative analysis for expert reports. Before joining RPC’s team, Cameron was a tax accountant and an accounting instructor. He has prepared federal and state tax returns for individuals, small businesses, private equity, and hedge fund clients and taught Introduction to Financial Accounting courses.
